[EAS] So how often are the CAP tests now

The alerts on Sept 17 werent at the usual times, but you should have 
seen an alert for Florida.

There were two RWTs for the east coast on Sept 17, one at 11:04, one at 11:05.

Mountain time had one at 11:05 MDT.

The others were not at the normal time,  West coast had one at 12:53 PDT.
Central had one at 2:55 CDT.

The EDT alerts did have Florida in the list.
