Richard,
There is an ATIS/TIA standard that describes CMAS handset behavior (J-STD-100). The Standard describes the audio attention signal as follows:
1. A CMAS mobile device shall include an audio attention signal that meets the requirements of this section:
a. The audio attention signal must have a temporal pattern of one long tone of two (2) seconds, followed by two short tones of one (1) second each, with a half (0.5) second interval between each tone. The entire sequence must be repeated twice with a half (0.5) second interval between each repetition.
b. For devices that have polyphonic capabilities, the audio attention signal must consist of the fundamental frequencies of 853 Hz and 960 Hz transmitted simultaneously.
c. For devices with only a monophonic capability, the audio attention signal must be 960 Hz.
d. The audio attention signal must be restricted to use for Alert Messages under CMAS.
e. A device may include the capability to mute the audio attention signal (see 10.2).

I received two CMAS messages recently in Los Angeles on my Verizon iPhone.
Two things I noted:
1. The sounder that was used for this CMAS message that came out of my iPhone for the CMAS Flash Flood Warning messages was the two-tone EAS attention signal. As far as I know the EAS two-tone attention signal is supposed to be used for Part 11 authorized EAS transmissions only. If CMAS was authorized by the FCC to use the EAS two-tone attention signal, this somehow got by me.
2. The message came up on my locked screen but when I tried to review it, the message was not saved in my phone in messages, email or anywhere else I could find.
