I agree 1000% with Adrianne. EAS is a masses life/property preservation
call to action messaging system. Alerts of one as noted below don't rise
to that level of urgency no matter the passion of those involved except
maybe for a significant government offical (Governor, Congress critter, or
higher level) kidnapped or otherwise involvig their well being.

Message flooding and excessive general use diminishes the relvance of EAS.
 Just remember Joplin, Mo. and it's F5.  Many folks killed ignored the TOR
becuase of so many non-events which preceded the real deal.

Also, EAS is Part 11 and generally doesn't have provisions for local
alerting codes beyond the 32 standard code already adopted and
standardized by ANSI.
