Clay,
I appreciate you responses, Where I am at now is:
To get the local emergency management to realize that communication to the public (both general and specif) is part of their job.
That broadcasting can part of the solution to doing that.
(Until they want to, or are willing to give out information to the public the other things do not seem to go anywhere)
The plan for progress is to try and get a broadcasting representative involved with their planing and exercises (both on paper and boots on the ground) That way the interaction can work on the above. Show them the value of communication, and question them when they are not communicating. I think it needs to be approached from outside the broadcast area (or it will be the same as before) at first so I need to find someone to work with that is outside broadcast but has some influence with emergency management to get this started. Now I need to start working to find that connection.
