[EAS] Yesterday's CAP RWT

Since legacy devices need a CAP converter to operate with CAP and the 
FCC defined the converters can only be used a certain amount of time (I 
seem to recall a sunset date occurs some time in 2014), the matter will 
be self resolving when the use of converters is no longer allowed and 
everyone must have CAP in a self-contained device.

I too seem to recall hearing the same memory limitation, but occurs on 
more than just one of the legacy boxes.  And I don't recall SAGE or TFT 
offering any ROM upgrades either given their boxes were in most cases 
rendered obsolete.
