[EAS] Yesterday's CAP RWT

I don't think we need to hear anything extra when an RWT is happening. We simply need to log one per week -- if we get one, we're good, if not we go investigate. I don't hear from RF EAS sources ahead of time (or afterwards) when they send a second (or third or fourteenth) RWT in a week, why should we expect it from a CAP source? The RWT is available for testing of systems and is often used to test changes (or perhaps even lack thereof) to ensure that the system still works. I encourage it be used whenever necessary.
That all said, I do think that something should be disseminated for each outage ('outages' are a 'feature' that didn't exist in legacy EAS and knowledge of the issues and resolutions could be quite helpful) as well as for any week that an RWT (or other message) isn't sent so that we don't all have to start an investigation as to why we didn't receive one.
