What do you mean by "forwards everything"?  The only Part 11 compulsory 
forward message types are EAN, EAT, and RMT.  Everything else is 
discretionary by the licensee and the State Plan. Our stations add TOR 
and FFW as those are specific call to action messages we see here. Much 
the same as Tidal Wave Warning for the west coast.  But those are 
optional and most don't forward those even here.

I otherwise stand by my comment about excessive clutter and increasing 
cry wolf.
