[EAS] Yesterday's CAP RWT - NMN code

I agree with Amy and Mike (and others?) on this - why not use the NMN code to do this kind of thing, to send out status updates, notifications of 'unusual' events out of the ordinary, etc. ?

Thanks to Amy for reminding me of the NMN code - it was exactly the kind of thing I was thinking of regarding using the boxes themselves for this kind of communication - not trying to 'decide' which email list is appropriate (although if someone wanted to forward NMN info to various lists, that's great too). And yes, the ADR is another good one, but perhaps not as widely implemented (as noted by others).

The 'problem' is that when things start to appear 'random' or 'out of control' (absent a real 'event' of course) then the fabric of trust starts to wear very thin and credibility suffers - not a good state of affairs for what the 'system' is supposed to be doing.

The NMN code would also be appropriate and maybe more so for test notifications leaving ADR for advising of planned outages, system work, and other non-operational messaging.
