[EAS] Yesterday's (Tuesday's) CAP RWT

I'm not even sure why that would be considered "unusual". Part 11 allows 
stations to conduct tests at any time during operating hours--why should 
a CAP test be any different? On the TV side of things, we don't do tests 
in prime time because we're not going to give up inventory for 
it--although nothing in the rules prevents it. But just last week, our 
LP-1 did an RWT on Sunday evening. It was a bit of a change from their 
typical practice, but certainly within the rules.
