[EAS] Yesterday's CAP RWT

I don't always agree with Mike, but in this case he is 100% on the right track about use of the ADR EAS code.

I join with Mike and others to request that FEMA look at originating ADR's to alert the EAS client community about 
test issues.

As mentioned in past postings, this will solve the problem of posting this information on a number of EAS email lists. No one is going to subscribe to them all, but all EAS clients will see ADR's in their box logs. ADR's can be a constructive aid to help them manage their EAS boxes.
