[EAS] Yesterday's CAP RWT

I stopped by FEMA yesterday, and was told that they were testing some
internal software, and some RWTs to test and validate the new software.  I
don't think that's unreasonable at all - they upgraded software and needed
to run a test.

The IPAWS PMO issued five RWTs on 10 October 2012 between 0045Z and 0130Z to
validate a digital signature and updated automated functionality.

It doesn't matter to me when anyone originates RWT's, but from a source that
historically follows a set day and time for testing to rapid-fire five
tests, two of which repeated the locations (not duplicates, however) not at
those normal day & times says something unusual was going on to me.

Perhaps it was just training, and I'm not opposed to more training (as long
as it doesn't trigger our EAS box)!
