[EAS] Where we are: IPAWS OPEN and Legacy EAS

Reality: IPAWS OPEN EAS warnings are still very much a work in progress, but will improve and incorporate more and better warning capabilities at all levels over time. 

For this reason here are my personal current short lists of EAS foci:

For my clients:

1.  Assure their EAS devices are properly connected to the public internet and to legacy EAS sources
2.  Assure that their devices are properly logging classic EAS and CAP events that are originated by authorized sources
3.  Train their Designated Chief Operators on proper testing and logging procedures, and how to log discrepancies

For LECC's and Operational Areas in California I am working with:

1. Pass along information to LECC's about reasons for discrepancies for FCC-required logging purposes
2. Ask LECC's to review and update their local monitoring plans now
3. Educate California emergency managers who are LECC members on how they can get certified to originate using IPAWS OPEN

Beyond that, I am prepared, along with all responsible EAS stakeholders, to work with all authorized local/state/weather service originators and the two Federal EAS partners to improve CAP and non-CAP originations so more people at risk can receive better and more timely warnings to help motivate them to take protective actions to save more lives and property.
