[EAS] "extra" CAP test

The two Sage Endecs that I monitor in NY received 2 "extra" RWTs from IPAWS:  one at 20:46 Eastern time and one at 21:30 Eastern.

FYI, this test did not show up on any of the 23 machines I get emails from here in So. Cal. 

All 23 got the 11 AM local time test.
