[EAS] Yesterday's CAP RWT

Why should it matter when there is a RWT from the IPAWS CAP server? I really don't see the big deal or any need for prior notice.

We have confirmed that last night's RWT was an unscheduled test of the IPAWS OPEN system.

You will see it in your logs as just another RWT (abeit at an "odd" time).

Another comment has been made to the FEMA, pleading for communication
to let us know when something like this is happening.
