Curious how monthly CAP/IPAWS tests were received, and where they
originated.

The weekly CAP tests we see all contain "The Civil Authorities have
issued a Required Weekly Test for all of Connecticut, all of District Of
Columbia.....". Have yet to see a monthly test from FEMA's server. Could
the person receiving RMT's from CAP or IPAWS please share their incoming
filter configuration, and the text of an actual message with the group?

Running all those tests (as well as genuine EAS activations) could raise
eyebrows with some programming departments.

In our specific case, we only do what the SECC authored plan says to do
and follow Part 11 Rules. The Rules say we can eliminate an RWT if some
other EAS activation took place the same week, and sometimes we do just
that. I still get e-mails and phone calls from stations monitoring our
LP-1 wondering why we did not send an RWT in those cases. At least we
can tell who's paying attention.
