[EAS] A scheduled IPAWS maintenance

I just got off the phone with folks at the FEMA, and we are
advised that tomorrow morning (Saturday), there will be
a planned outage of the IPAWS OPEN server.

One hopes this advance warning is the beginning of more
and better communication from the FEMA to the industry.
