I imagine that this will simply have the effect of many stations opting to not broadcast any emergency information if it becomes a legal hassle to do so. It seems quite counterintuitive (and perhaps even contrary to existing code that this cannot nullify?) to restrict how emergency information may be broadcast. My $.02 Eric
