Gary, or the group,

Would I be correct to assume that this mandate is placed directly on cable operators and licensed TV facilities and does not affect production originators.

We are a production and distribution center only, no TV license.
We do supply programming, mostly pre-recorded but occasional live feeds to TV and cable operators.
These go to cable providers in our area as well as to the state ETV network. They are responsible for inputing it into their respective systems.
I guess another example would be a public access channel that is not operated by a cable system but provides programming to the cable system.
