[EAS] Analysis of New FCC NPRM

Boy somebody needs a reality check of some sort.  But absent that, KCTS already supplies a secondary audio channel.  Typically this carries either a second language, usually and infrequently Spanish, or it carries DVS (Descriptive Video Service) audio.  KCTS already interrupts ALL outbound audio steams with EAS information.  In other words, we're already doing 90% of what the NPRM proposes.  TV stations that (paraphrasing) "posses the technical ability to carry DVS and have it supplied by their network" must already do 90% of this.  Interrupting a single outbound audio stream with different EAS information is very feasible.  Get me the audio, give me a GPI to supply to my encoder when it is active and we are done.
