[EAS] Analysis of New FCC NPRM

As noted here on the listserve, last week the FCC released an NPRM on making emergency information more accessible to visually-impaired persons.  For an in-depth analysis of this NPRM, see my AWARE post:

The rules growing out of this NPRM will most likely require TV broadcasters to possess new alerting capabilities with possible expanded use of text-to-speech (TTS) technology.  Those anticipating filing comments on this NPRM should draft their comments right now.  Once this NPRM appears in the Federal Register, the Comment Period will be only 20 days, and Reply Comments will be due a mere 10 days after that.
