[EAS] Two EAS decoders in series

RE PPM

The Arbitron PPM encoders come is pairs. One is a main and the other a 
back-up.  Only one is in use at any given moment. In the world of PPM, 
no encoding means no ratings and is the equivalent of being off the 
air.  Stations encoding have spent a lot of money and time insuring all 
their paths into the transmitter are covered by at least one encoder and 
can switch between them when there is a noted fault.
