[EAS] The coming evolution of CAP-EAS

Unfortunately as well-intentioned the comments are we are only 
preaching to the choir.

The origination end -- local governments -- need help to get using 
EAS, let along CAP.  The biggest issues are (1) state and local plans 
and (2) money for training everyone in the chain, from dispatcher to 
incident commander, to OES, etc.  I think more of this group needs to 
join the forum.

Next week is the Northern California APCO meeting.  I will do my best 
to nudge them along.  APCO is one of the better ways to make contact 
with the public safety dispatcher community.
