Putting the data at FSK 10 baud below the AM audio passpand on a 50KW
clear would yield a couple station nationwide coverage model for simple
messaging. The IF is very narrow to limit IX and lightining issues and the
receivers can be designed to be super sensitive. And would likely be
faster than a station station relaying the message on it's main channel.
It also can test continuously.

Put them on all clears starting at 650 and go 960.  Then let others joins
as desired.

When not sending real messages, the system can send the Constitution.
