I have been following this discussion and noted that you just provided a significant clue:  If messages are delivered sequentially to subscribers they are not being delivered via WEA/CMAS.

It is absolutely automated as my wife gets the message 1-2 seconds after I do,
and our numbers are sequentially ordered (mine, then hers).

Also I thought it was a school only thing, as before all I had received was the
school related alerts, but yesterday I got the air quality alert (issued by NWS)
and it read exactly like the NWS air  quality alert that was posted on all the
DOT's digital signs over the highways.
