The bigger problem then will become measuring use. With the NWS issuing SVR
and TOR warnings for truly marginal events, the issue of crying wolf will
become front and center like never before. Joplin's casual response to the
regularly issued TOR warnings for that area before the 2011 EF5 will become
emblematic nationwide. Then toss in AMBER and a myriad of other alerts, I
would not be surprised to see weekly alerts of some sort in active urban
areas resulting in a pervasive dismissive attitude.
Mike, you have just underscored one of the many issues that need to be
handled by the SECC's ....That is very possible -provided - the SECC's are
actually a committee comprised of all the major stakeholders. In all too
many cases, SECC's are dysfunctional entities resulting in less than
satisfactory EAS systems. Perhaps unfortunately these committees require
leadership and active participation by volunteers to function. There is
zero or no funding or leadership from many levels of government.
Bottom line - EAS is what - WE - make it. I've been preaching this for
years.
