The limitations on which specific state and local officials (job
titles) can request broadcasters and cable activate EAS is in many SECC
and LECC plans.
Other than sales demostrations, it doesn't matter what the technical
capabilties are of CAP or who has laptops in their squad cars if SECC
and LECC agreements with broadcasters and cable systems don't allow
EAS activation requests from junior officers or on-scene commanders
not currently listed in SECC or LECC plans.
Is there industry consensus to make changes to various SECC and LECC
agreements expanding who is authorized to request activation of the EAS
through CAP or other means? Its one of those things which is different
between how the cellular industry approachs CMAS and the broadcast/cable
industry traditionally approachs EAS/EBS.
