[EAS] Why we need Text-To-Speech

Each state's emergency management agency has to sign off on local entities who take the IS-247 course and test and apply to originate warnings through IPAWS OPEN. I would personally hope that each state's emergency management agency will work closely with their SECC's to come up with an answer to how "deep" origination should go.

This would seem to work well in areas with county structures that resolve to emergency operational areas under the control of s single sheriffs department. However, this as we know will not work everywhere.

One thought: Restrict the types of EAS codes that can be originated by local emergency authorities to those having to do with immediate life safety issues. This could fit in as part of the "Two Steps Forward" initiative the BWWG is promoting.

Being able to originate an EAS or other warning from the scene is a very powerful CAP tool. It would be a shame to lose that tool.

Final thought: No one said this would be easy....
