[EAS] Lexicon Customization, (was: Why we need Text-To-Speech)

I suspect each vendor will publish its method of coding the lexicon 
file, and give details on how to install it.

The talent to make sure someone comes up with the list of words will 
come from local EAS volunteers in partnership with local emergency 
staff, as has always been the case.  It is possible that state or 
local funds may be available to pay someone to do it, or at least buy 
coffee and doughnuts for an audition session.

As to ECIG, I've been suggesting it, but there is also the 
"Originators Guide to CAP" that needs to be written, with 
customizations for local needs, training on how to write an effective 
script, how to not bury the lead, etc.  This is beyond the scope of 
ECIG.  While a TTS lexicon is an important part of the process of 
public alerting, it is not the most important part.
