Yes.  I know you are kidding, but here's as good a place as any to say:

Click Cap Settings on the ENDEC's home page, then retrieve or restore 
lexicon.  You'd add things like:
"9-1-1" = "nine one one"
"911" = "nine one one"

There is a second internal lexicon that Sage sets, where global 
corrections are placed, such as "endec" = "\fE-n-d-`E-kh"

This is not to say that each and every radio station is responsible 
for setting these. The lexicon files should be developed at the 
country or state level, and made available for downloading.  Exactly 
how this gets done, and who will do it will be different for each area.
