[EAS] Also Just In: ECIG Files FCC Comments on the EAS Fifth Report and Order

FYI, the EAS CAP Industry Group also coincidentally filed its comments
yesterday via the FCC electronic filing system.  The ECIG comments reflect a
consensus among a fairly diverse range of EAS-CAP manufacturers, CAP
origination and relay systems, and other technology vendors.

The two key areas that ECIG examined in its comments were (1) the
text-to-speech issue, and (2) the "streamlined" equipment certification
process.
