This forum is often very informative. I have a lot to learn. It would
be wonderful if the same message format could be sent multiple ways.
I agree with Adrienne that we need local wireless carrier contact
people. They should be invited to LECC & SECC meetings. A separate
CMAS group would be of little use unless all the carriers participate.
A national plan is only as good as the local implementation.
It is good that FEMA has basic IPAWS training. I took the first module,
I need to complete the other two ASAP.
Thank you all for helping us grow in understanding the challenge before
us.

I am certain that in some instances sources of the public warning
messages will only wish to have to deal with - one version- as opposed
to having to write it differently for different distribution methods.
Granted the difference in messages length between CMAS and EAS is an
issue that needs to be sorted.
The Washington State SECC, attempting to be proactive, is working with
these issues now.
This message should be written in Text and that text message (in my
opinion) should be - READ - by a Text Reader for those systems (Radio,
TV and Cable Aural etc) that need to 'hear' it.

A single CAP alert may be used for relay to both EAS and CMAS if it
meets the criteria of both systems. The CMAS message is derived from
the CAP elements that Ed describes, while the EAS message is derived
from the description and instruction elements.
There is also a headline element that could be used locally from the
same CAP alert to trigger other alerting systems such as signs, Tweets,
etc.
The idea is one alert, many channels.
