[EAS] Max Length of EAS Messages

We had the SAME (ha ha) problem in '97 when EAS first started.
The NWS RWT's and more importantly,  the TOR's had long messages and everyones box that was set for two minutes - factory default, cut off before the message all got out.
I explained the situation to the M.I.C. at NatWx and they shortened the messages to include only the pertinent info for the alert.
All was good after that.
So it's not only a good idea to talk with your fellow wizards at other stations.
Getting to know the guys at NWS and your county/city emergency managers can also be helpful for everyone.
