It's a "consumer grade shortcut" but, to accomplish a lot of this, buy the
Buffalo Technology AirStation High Power N300 Wireless Router & AP
WHR-HP-G300N at
http://www.amazon.com/Buffalo-Technology-AirStation-Wireless-WHR-HP-G300N/dp
/B002WBV2T8/ref=sr_1_2?ie=UTF8&qid=1331103740&sr=8-2 (watch the wrap!) for
$44.99.

This little router comes with an alternate firmware called dd-wrt that will
make it do things that I have not been able to get some commercial-grade
routers to do! The least of which is the assigning of static leases - which
is what we are discussing.

I can personally attest to having run one of these routers (and / or its
predecessor) since 2007 without a hitch and I even keep a constant "hot
backup" ready to go that is fully configured and can be readily installed to
replace the main within a 5 minute window. (5 minutes to get there,
disconnect the first router and plug everything into the second router.
There is only a single LAN cable to a 24 port gigabit switch, the WAN cable
and power cord to move before booting the replacement.)
