[EAS] Multiple languages

Bill - yes, there can be multiple information blocks in a CAP message when
two or more languages are used.  The ECIG implementation guidelines (now
adopted by FCC and FEMA) delves into this a bit (see
www.eas-cap.org/ECIG-CAP-to-EAS_Implementation_Guide-V1-0.pdf at Section
3.7).

If no language is specified, the default is English (en-US).  Additional
info blocks would need to specify the respective language parameter for each
block.  The receiving CAP EAS device could allow the station to select its
primary language.

However, it is up to the originator (in your case CCEM or NDEM) would need
an originator capable of generating multiple info blocks and language
parameters.

I'd expect additional proceedings from the FCC, as well as additional
guidance from FEMA IPAWS, on multiple language blocks before it could truly
be used uniformly across vendors and systems.

      Someone correct me if I'm wrong on this, but I seem to remember from
my brief study of the algorithms used in the CAP process, there can be
multiple parts to the data transmission, such that separate language, i.e.
English and Spanish, TTS can be inserted in what the individual stations
receive.  It's a matter of which message the decoder selects to run on that
receiving machine.  Two of my 6 stations are Hispanic and I would love to be
able to set up the Sage units I have in those stations to TTS convert a
separate Spanish announcement rather than the one message being in both
English and Spanish.  Of the Las Vegas Hispanic population a large
percentage do not speak English, and I suspect the audience for our Hispanic
stations is composed largely of them.  Those who are Bi-lingual, will get it
if we send it in Spanish only and anyone listening to those stations is
unlikely to be English only.

Does anyone have sample audio recordings of the text to speech output of all
the current CAP systems for comparison?  Preferably with a complex text
message including emergency directions in english and other languages
instead of a simple "this is a test."
