Clay & Richard:

As I noted to Clay a long time ago, Washington State is
3,000 miles from Washington, D.C.  There appears to be
nothing to prevent Washington State from using a
text-to-speech alert system with CAP.

But without "official" approval I suspect some states won't
set up such a system because it is not "approved."  Or it
will be some strange hybrid aimed at getting TV and cable
working, ignoring radio.  Then there's West Virginia...
