[EAS] IPAWS IP

I just got contacted by a broadcaster with a firewall that is fairly 
restrictive even on outgoing traffic... such that he'll need to make an 
exception for IPAWS.  Which got me thinking... since firewalls typically 
are based upon IP addresses rather than domain names... the question I 
have is how "stable" is the particular IP address associated currently 
with apps.fema.gov?

It isn't unusual for IT types to change IPs associated with a domain 
name for a variety of reasons... such as replacing equipment, load 
sharing between multiple devices, etc.  Which doesn't matter much for 
devices that rely on the domain name.  But it is VERY important when 
dealing with devices relying on IP addresses to be predictable.
