[EAS] Questions regarding EAS requirements for translators and HD channels

I have a couple of questions for the brain trust.  The first situation involves our new station in the city of license that bumped KUOWs translator.  We have a new frequency for the translator.  Am I correct that translators are not required to comply with EAS requirements for its location?  Previously this translator carried EAS messages from KUOWs location.  I remember that the response to the national test said translator info was optional.  Does that mean that tests are not required at all?
 
Secondly are the HD channels required to participate in the EAS plan?  Toward the end of the month we will no longer be running KXOT.  However its programming will be used for a couple of HD channels on our other stations.  Do I need to wire them up to our Sage boxes as well?  I do have an email in to our lawyer but would appreciate any input.
