[EAS] Handbook update for CAP?

I put the November handbook in the KCUR EAS Log file folder.

Nothing I've seen.
Our SECC chair keeps a pretty tight watch on stuff like that.
If he saw something like this, he be gettin' the word out to the rest of the state.
At this point we don't even know if FEMA will be running a CAP server come July 1.

Every now and again I go to the FCC website and search for EAS Handbook, just to compare the publish dates with the one I have in the studio.
I even kept a copy of my November 11 Handbook just in case someone would inquire about the way things were on that day.
