[EAS] More frequent CAP EAS RWTs proposed through the June 30 implementation deadline

Several parties have asked FEMA to increase the number of RWT messages sent via the IPAWS OPEN CAP EAS Atom feed during the weeks leading up to the June 30th CAP implementation deadline.  We realize that this may represent an increased burden in logged evens for those with operational CAP EAS equipment.  This burden needs to be weighed against the challenge that some EAS Participants are experiencing dealing with complex firewalls and recently configured Internet connectivity.

We propose to increase the RWT origination cycle to five times per week, Monday through Friday, beginning Monday, June 11th through Friday, June 29th.
