[EAS] Lacking Common Sense...

I think it's a combination of a few things.

1) Lack of funding for creating systems to address an event with 0.001% 
chance of occurrence. The law of diminishing returns.
2) Government officials are pre-occupied with the most pressing of 
issues...their budgets and pressures to lower taxes while offer maximum 
service. It costs money to create and sustain emergency preparations, 
plans, and stock piles. Money (funding) motivates.
3) 99.999 of the population doesn't get the idea of disaster preparation 
or they simply live with blinders on. The affluent are the worst 
offenders as they think money can buy their redress. Then they cry about 
being gouged.

I feel for the folks who have freezers loaded with meats and other 
perishables along with non-functioning wells. However, it was their 
choice to not back-up their assets. Maybe now they're more inclined to 
buy a generator and stock some fuel just to keep their meats from 
thawing, milk from going sour before being consumed, and use a working 
gravity toilet.
