The FCC has authority over telephone companies and cell companies.
At least for land lines those operating companies are required to
submit reports of outages.
Keep in mind when the FCC required 8 hours of battery for cell sites
the cell companies sued and won. That allows them to have little
battery backup.
Congress, as always, is looking for something to grab public notice.
