[EAS] Attention tones for WX alerts?

RE: The static. Make sure your site has at least 30dB quieting to insure
the tones are properly detected so as to be stripped. The boxes should
auto delete old EBS and 1050Hz NWS tones and push the voice audio forward
to the end of the header by that same amount of time. if there is noise
on the signal, the box will not properly detect the old two tone blast or
the NWS tone.
As for the gap in the audio, that's a source issue and up to them to cure.
It's a huge PIA to deal with. But in my experience, there is anywhere
from 2-5 seconds of dead air following their 1050Hz tone before the voice
message starts.
It's preferable to not use the old EBS tones and is certainly not
compuslory to use the for anything other than as an attenion getting tool.
