[EAS] Information on FEMA CAP Testing

Manny was indeed a broadcast engineer, veteran of actual emergency operations in PR, active and productive member of the Primary Entry Point Advisory Committee (old name), and, along with Al Kenyon, a valuable advocate inside the beltway for public warning improvements.
I'd like to take this opportunity to put in my list of the most visible industry contributors on this list and give them some recognition.

As Ed said earlier today on this list, we have only just begun. While this thought will most certainly be greeted with some virtual groans, there are some of us who see the value in improving the public warning process that brought CAP into existence through the efforts of the short-lived Partnership for Public Warning (PPW).
For that, the debt of gratitude goes to a guy by the name of Art Botterell.
It's all about propagating better, timely warnings over a variety of systems (including EAS) so people can be managed through initial denial to where they are motivated to take proper protective actions to preserve lives and property.
