Thank you for answering that important question for us.
If we do not get tests from NWS then I agree with the consensus that seems to be building here. There should be some kind of RWT on the CAP system. The trouble with FEMA originating tests is, that is NOT real world. FEMA/IPAWS does not generate any actual alerts. Not even an EAN from the President.
Legacy RMTs will be a good test when a state has CAP generation in place. Hopefully IPAWS will pass State RMTs.
I would suggest that if it is possible for RWTs and RMTs from NWS to pass through IPAWS, it should be pursued as a good improvement. Nebraska is planning to have RMTs sent from NWS three times per year.
IPAWS RWTs from FEMA should continue. Especially if there is nothing to replace them.

I asked Mike Gerber at NWS if the RMT that is originated in alternating months by the 5 NWS offices serving Wisconsin would appear on the IPAWS CAP Feed once NWS was launched on that feed, and he told me no they won't. (I kind of wish the RMT was passed on, as it would give TV stations a way to be sure they are displaying the enhanced CAP text as the rules require and as Leonard Charles just referred to earlier.) I presume then that RWTs will not be forwarded on the EAS CAP Feed either.
