[EAS] Information on FEMA CAP Testing

Adrian,
While I agree with almost your entire statement, I would remove the phrase "for the first year of CAP". I feel that there should be a weekly test from IPAWS for as long as the IPAWS system is being used, and not just for the first year. I would also say that this should apply to any other mandatory CAP feeds as well, such as state feeds. So, if my state adds monitoring of a state CAP server to the EAS plan, I would like to see two CAP RWTs per week: one from IPAWS and one from my state server. It's a simple way for me to be sure that everything in the system is alive and well.

Even with CAP technology Part 11 still requires us to conduct weekly tests.
NWS conducts weekly tests. The least the Feds can do for the first year of
CAP, is to run weekly tests and stay in touch with the EAS Chairs to let us
know that those tests have run so stations can accurately document their EAS
activities. One of things we've learned in the past month is that even FEMA
has bad days and tests don't always get sent on schedule...all we
broadcasters are asking is that the Feds give us a way to do what they've
mandated us to do!

This information got to me yesterday regarding FEMA CAP RWT's:
After discussions within the IPAWS Program Management Office this weekend,
we have decided to extend the once-a-day RWT for the duration of this coming
week. Effective July 9, 2012, we will only submit them on Mondays (once per
time zone) through the end of July. Depending on internal FEMA and FCC
conversations, the RWTs may continue further.
If anyone has further questions, please let me know.
