************we are now stuck with a lot of folks who have committed their limited funds to what was approved at one time.  That choice should be eliminated ASAP, and those who can show good faith attempt to comply in that fashion should be permitted to continue for the 3 years.  Others should be held to the proper standards.  Those stuck with the converters and legacy EAS would be very wise to figure out how to properly upgrade.  Those manufacturers who, in good faith, built the converters, should be working on a solution.  That may not be possible considering the inflexibility of the legacy gear.
