Hi Adrienne,

We just invested a lot of money to get CAP compliant (When it turns out 
it wasn't needed right away!)  We waited until the last minute.  Now you 
are saying that what we did was not good enough?!  We had new Trilithic 
equipment, which by the way Trilithic assured us was going to be CAP 
compliant.  Turns out it wasn't.  So we had to purchase a Software 
solution from Trilithic in order to get Compliant.  A lot of money for a 
non-profit.  By the way, the solution we purchase STILL does not work 
with FEMA's CAP server.  Maybe I should ask for a refund and then save 
enough to purchase a SAGE?

California has done very little as a state as far as CAP goes.  They are 
broke anyway.  Doubt very much they would fund us.

Local EM's are already strapped for cash.

Since we are annexed to Nevada, maybe Nevada would fund us for new 
equipment.  ??

We acted in good faith, we did not know a converter or software solution 
would not be enough to utilize CAP completely.  I already spent my 
budget on CAP.  And now you are saying we did the wrong thing?!  We did 
what we thought was the best solution considering our limited resources.
