[EAS] What is the solution for the TTS problem?

One other equation that goes into the TTS debate is licensing costs 
involved with the different TTS programs. I auditioned two different EAS 
boxes, one with a cheap, or free, solution and another with a program 
that required a licensing fee. You get what you pay for. The cheap one 
was not airable, the other, while not perfect, was usable. That was one 
of the big factors in making my purchase decision. If the Commission 
keeps the TTS ban in place, I spent a few thousand that I did not need to.
