As you know, Washington State is making extensive use of TTS ....And have
been since October of 2010.   There are a number of reasons why we wish to
continue....One of the major arguments is that Emergency Managers who were
reluctant to use EAS previously was because of the need to make voice
announcements.  With TTS they can create an EAS message on their lap-top or
other Internet capable device and ship it knowing that the message will get
out...TTS has been widely accepted..   Then there is the Cable and TV factor
where the voice message and Header Code sourced crawls were often out of
sync providing citizens with different messages,  TTS resolves this....I
could go on.

I would hope that the FCC would re-consider their decision - especially - in
light of those areas that are already considerably ahead of many.

Funny thing:  The 5th R&O had just gotten released on Jan. 10th.
Trilithic was to perform a "live" demo of our new EASyCAP Integrated EAS/CAP
server, (with excellent TTS capabilities) in NOAA's booth at CES on Jan.
11th.  Utilizing our CAP authoring tools, I created a substantial CAP-based
AMBER Alert for demonstration purposes, and to show the effectiveness of
both the speed of CAP message dissemination, and the ability to take the
"extended-text" and do voice-over with TTS.
The quite-large audience attending the demo seemed very enthused and
appreciative of what the next-Gen EAS message might look and sound like.
I believe even the NOAA and FEMA folks at the booth liked it.

Then, we digest the R&O and find out apparently that we can no longer
perform this next-Gen functionality of TTS.
