As Ed Czarnecki noted, one of the "tests" or requirements
for FEMA's evaluation for compliance with CAP standards was
text-to-speech.

So the FCC's rationale for disapproving text-to-speech based
on lack of consistency in this software seems misplaced.

As good socialists, these bureaucrats should remember
Lenin's maxim that "perfect" is the enemy of "good enough."
